Hey, city cops. How would you like to patrol north St. Louis (or even parts of south St. Louis) with these restrictions:

1. You must feel a direct threat to you or your partner.
2. You must clearly see a threat.
3. The threat must be identified.
4. The Patrol Sergeant must concur that there is an identified threat.
5. The Patrol Sergeant must feel that the situation is one of life or death.
6. There must be minimal or no collateral risk to innocent civilians, or any women and children.
7. Only then can the Patrol Sergeant allow the use of deadly force.

You couldn’t keep Chocolate City St. Louis under wraps with these impossible rules on your backs. Yet, this is how the Pentagon thinks that the Marines can subdue Baghdad.
