NCLB Gets A Race Loophole

The Department of Education rolled out new changes to the No Child Left Behind (NCLB) Act Wednesday to “provide states and schools with greater flexibility in assessing students with disabilities.”

Translation: Many heavily black school districts now can exempt many of their dim bulb pupils from taking standardized tests, for the same reason why SSI-Disability has been the fastest growing line-item in the Federal budget since the 1996 “Welfare Reform,” as low IQ can be classified as a “disability,” so many parents move away from the AFDC teat to the SSI teat.
