Why the Stimulus Package Isn’t Working

Because it gives blue counties twice as much money per capita as red counties.  Most of the blue counties are either rich white liberal snooty places, or black and Hispanic.  The rich whites really don’t need the money anyway, it’s like adding a cup of water to the Pacific Ocean.  Money that goes into the minority counties wind up circulated in the hands of political machines, so blacks and Hispanics in need really don’t see it.
