The 1996 Welfare Reform was largely a farce, because many former AFDC-TANF clients migrated to SSI. SSI was the fastest growing line item in the Federal budget from the “welfare reform” in 1996 to 9/11, and is now quickly growing again.
Now, Obama has just rescinded part of “welfare reform” by EO. Though I doubt the “work requirement” was really well enforced even when it was extant.
