The answer is that many decades ago, Chicago practically begged the obsolete farm equipment of the Deep South to move there, and once they got there, they implemented a civic and social and political culture where the new well-tanned residents were hardly held accountable for the crimes they would inevitably commit, and all that happened because Chicago and Illinois had no other philosophical choice, at it was the Land of Lenin…er, Lincoln.
